Section 7.3 — About the Cyprus Investment Programme
Since May 2013, the Government of Cyprus introduced structured changes to its national legislation, allowing qualified foreign investors to obtain full citizenship of Cyprus through a specialized government framework known as the Cyprus Investment Programme. The latest security and operational optimization changes to the Programme were codified in March 2019.
The key concept of the programme allows applicants to deploy capital into real estate of their choice, or to invest into alternative investment funds (AIFs), certified Cypriot trade companies, or directly into the national shipping industry channels.
⏱️ Staged Naturalization Window: As a direct result of these strategic capital placements, eligible applicants can obtain full citizenship and passports of Cyprus within a rapid couple of months (from 6 months onwards). This rapid track extends directly to all family members, including qualifying dependent parents.
Section 7.4 — Strategic Advantages & Global Mobility
The Cyprus Investment Programme imposes no requirement to stay in the country permanently, either before getting citizenship or after. The program is specifically aimed at high-net-worth individuals who wish to travel visa-free to 158 countries around the world and have a secure backup EU residence at their disposal.
Citizenship of Cyprus enables an applicant to live, work, and study in any European Union member state while optimizing international tax liabilities. Most investors choose Cyprus to secure a second citizenship for the whole family, optimize corporate or personal taxation, and retain the flexibility to live in Cyprus as well as any other country in Europe.
Section 7.5 — Accelerated Timelines & Total Family Inclusion
Unlike other EU programmes, you may obtain approval under the Cyprus Investment Programme after 6–7 months. For instance, according to the program of Malta, you may obtain citizenship after 12–14 months, whereas other standard countries of the EU grant citizenship only after 5–10 years via standard naturalization channels.
According to this framework, all family members—including parents and adult dependent children up to 28 years of age—can obtain Cyprus citizenship. No other program offers such welcoming conditions for adult children, enabling the entire family unit to reap all the structural benefits of Cyprus status including living, working, and studying in any European country.
Section 7.6 — Asset Selection & Tax Optimization Paths
Successful approval under the Cyprus Investment Programme enables you to visit 150+ countries visa-free and reside across any EU member state. You can effortlessly relocate your family to Cyprus or another country of Europe to travel freely and optimize your overall taxation profiles.
To obtain citizenship of Cyprus, the legislative framework requires you to deploy capital directly into real estate of your choice or to invest systematically into certified alternative investment funds (AIFs).
Section 7.7 — Investment Options & Capital Allocation Matrix
The Government of Cyprus provides multiple qualifying entry paths through capital deployment into Cypriot companies, the shipping industry, or diverse real estate classifications:
1. Residential Property Pathway
• Minimum Investment Capital: From €2,000,000 (excluding VAT).
• Retention Terms: The investor must purchase a residential property costing a minimum of €2M. To maintain permanent citizenship, the investor must always keep the ownership in respect to a residential property amounting to a minimum of €500,000. The remaining real estate assets may be sold after a hold period of 5 years.
2. Commercial Property Pathway
• Minimum Investment Capital: From €2,500,000 (excluding VAT) for commercial assets or from €2,000,000 (excluding VAT).
• Additional Mandatory Condition: Requires a simultaneous, permanent investment in a primary residential property amounting to a minimum of €500,000. The commercial property may be liquidated after 5 years, provided the €500,000 residential baseline is kept for lifetime citizenship maintenance.
3. Shares in Cypriot Companies & Shipping Industry

• Additional Mandatory Condition: Requires a simultaneous, permanent investment in a residential property baseline of €500,000 to anchor local integration.

Moreover, the transactional payment is securely transferred to an insulated escrow account which can be accessed and cleared only upon getting direct written approval from the client's localized lawyer.
Section 7.8 — Step-by-Step Procedure: Option Selection & Contract Signing
In accordance with the Cyprus Investment Programme, the first stage requires applicants to decide on their preferred investment option (real estate, alternative investment funds, a Cypriot company, or the shipping industry). For property investments, the selection process can be arranged remotely followed by direct viewings in Cyprus. Properties matching your criteria are selected, and our network coordinates your trip to Cyprus, covering all associated expenses including flights, accommodation, and transfers.
⏱️ Contract Execution Timeframe (2–5 Days): Upon selecting your investment option, you sign the respective purchase contract. This can be executed either in Cyprus or remotely. The payment specified in the contract is securely transferred to an escrow account, which can be accessed only after receiving approval from your lawyer.
Section 7.9 — Preparing, Submitting Papers & Initial Fees
At this stage, you need to provide a minimum set of basic documents. Our legal network manages translations, apostille services, and filling out all regulatory forms. Once the files are ready, we submit them to the Ministry of the Interior of Cyprus to obtain initial residence permit cards and the subsequent Cyprus citizenship.
⏱️ Paper Preparation Timeframe: 3–7 Days | Sovereign Filing Fee Mandate: At the time of submission, a mandatory fee of EUR 2,000 must be paid for each adult applicant.
Section 7.10 — Ministry Approval, Post-Grant Fees & Passport Issuance
Typically, the Ministry of the Interior of Cyprus issues its positive decision and application approval within 4–6 months. The total typical timeline from submission to final approval ranges from 5–6 months.
💰 Post-Approval Regulatory Fee: After the positive decision is issued, you must pay an additional EUR 5,000 fee for each adult applicant.
Within 3 months under our direct guidance, you will be required to register your official certificate of naturalization in order to obtain your biometric Cyprus identity documents. It is fully possible to submit the paperwork and obtain your final passport documents directly in Cyprus.
Section 7.11 — Sovereign Safety Net & Fiscal Tax Optimization
In accordance with the Cyprus Investment Programme, obtaining citizenship enables you to permanently reside in the country, as well as to relocate to any other country of Europe. In this case, you will possess a powerful travel document. Also, you will be able to open bank accounts and register companies and real estate using your second citizenship, acting as a complete safety net in Europe.
Tax Optimization Framework: Cyprus has the lowest corporate tax rate (12.5%) among the EU countries. It also has treaties eliminating double taxation with 50 countries. However, you do not automatically become a Cypriot taxpayer but have the right to choose the jurisdiction you wish to pay taxes to for optimal international protection.

Section 7.14 — Macroeconomic Outlook & Geostrategic Energy Trends
Cyprus is a Eurasian island country situated strategically in the Eastern Mediterranean area, south of Turkey, west of Syria and Lebanon, and is the third largest island in the Mediterranean Sea next to Sicily and Sardinia. An advanced, high-income economy with a high Human Development Index (HDI), Cyprus joined the European Union on May 1st, 2004. According to studies conducted by the International Monetary Fund (IMF), Cyprus's per capita GDP reached $28,381, trending just above the European Union average. Its well-developed infrastructure has historically made it a prime location for setting up offshore business structures.
Sovereign Fiscal Policies & Energy Reserves: The economic policy of the government has focused tightly on fulfilling euro convergence criteria, officially adopting the Euro as its national currency on January 1, 2008. Massive natural oil and gas reserves discovered in the seabed between Cyprus, Egypt, and Lebanon have triggered ongoing exploration negotiations, though territorial exploration continues to navigate surrounding regional naval security dynamics.
Historical Trends: Classified by the IMF as one of the 32 advanced economies in the world, Cyprus was forecast during the global financial crisis to be the only developed economy to record continuous growth rates. The country has set up an open, free market, service-based economy that allows some light manufacturing, transforming its post-independence legacy from an underdeveloped economy under British colonial rule into a modern economy with dynamic financial, transport, and physical infrastructures.
Section 7.15 — Sectoral GDP Breakdown & Key Investment Markets
The Cypriot market structure is fundamentally dominated by high-tier service activities, showing a clear division across primary production and international services registries:
• The Service Sector (78% of GDP): Driven primarily by tourism, international financial services, legal consulting, and real estate services, alongside advanced transport and communications networks.
• The Industrial Sector (19% of GDP): Concentrated around ship refurbishment and repair, cement manufacturing, gypsum production, food and beverage processing, light chemicals, and metal products fabrication. Pharmaceuticals, clothing, and cement constitute the principal export files.
• The Agricultural Sector (3% of GDP): Focused on core crops including citrus fruits, grapes, olives, vegetables, and barley. Key trading partners include Greece, Germany, the United Kingdom, France, the Netherlands, Israel, and China.
Section 7.16 — Growth Parameters & FDI Metrics Database
Official economic data registers clear capital performance indicators across public accounts and sovereign asset lines:
Section 7.17 — FDI / Investment Policy & Banking Harmonization
In the month of February in 1997, the Cypriot government revised its policy on foreign direct investment. In fact, it even permitted 100% foreign ownership in some cases. The regulations on the foreign portfolio investment in the Cyprus Stock Exchange have also been relaxed to an extent. In addition, the government of Cyprus passed a banking law in the July 1997 that allowed all the provisions and directives of the European Union, for the prudential supervision of the credit institutions.
Cyprus has fulfilled its treaties of double taxation with twenty-six countries—which include the United States. The Cypriot government has also removed the exchange restrictions on international transactions. Non-residential businessmen and foreign investors could freely repatriate their proceeds from their investments in Cyprus. All these factors make the Cyprus economy a suitable economy for foreign investments.
Section 7.18 — Special Incentives & Customs Union Alignment
Cyprus has relaxed its trade policies by eliminating import licenses and quotas, as well as by lowering their tariffs on many products as part of their new world trade agreement and Customs Union agreement with the European Union. Thus, US products have become very competitive in Cyprus and there are excellent prospects for the expansion of bilateral trade between these two countries.
Section 7.18b — Official Resources & Digital Government Gateways
The Government Web Portal for investing in Cyprus is a good location to find out detailed information on how to invest in Cyprus. It provides information related to the legal framework, taxation laws, operational procedures and resources and employment legislation of the Cypriot government.
Section 7.19 — Cyprus Fast-Track Citizenship Program Parameters
The sovereign framework provides an elite fast-track route to citizenship and second passport acquisition for global allocators:
Section 7.20 — Statutory Strategic Privileges & Global Settlement Freedom
Cyprus offers lifetime EU citizenship through a one-time lump sum investment, extending the right to live, work, and study across all member states. Future children automatically acquire EU citizenship by right of descent. The investment structure is highly secure and redeemable, with options for mixed asset configurations including real estate, bonds, and business setups.
- ✔ No taxes based on citizenship unless permanently domiciled under local tax resident status.
- ✔ Access to excellent, world-class education and healthcare systems.
- ✔ High standard of living paired with political stability and very low crime rates.
- ✔ No military service requirements for incoming foreign allocators.
- ✔ Dependents, spouse, and children under 28 years of age can be included in one single citizenship application.
- ✔ Unlocks visa-free entry to over 160 countries, including the UK, Canada, and Singapore.
The application track maintains high approval rates. It is universally open to citizens of any country with no restrictions, ensuring a fluid deployment route for international capital assets.
Section 7.21 — Revised Regulatory Thresholds (May 15, 2019 Changes)
The Council of Ministers implemented strict statutory amendments to the Cyprus Investment Programme baseline, effective from May 15, 2019. These revisions reshaped the qualifying parameters for international capital allocations:
• Minimum Investment Baseline: The total minimum required amount for the citizenship scheme is codified at €2,150,000 euros in Cyprus.
• Government Bonds De-allocation: Standalone investments in standard government bonds are officially no longer available as an independent qualifying asset class.
• Mandatory Charitable Contributions: All structural applications require an additional payment of EUR 200,000 above the standard EUR 2 million baseline, structured as a non-refundable donation split equally to research and housing development of Cyprus.
• Schengen Visa Prerequisite: All primary applicants must hold a valid, current Schengen visa to be legally authorized to file paperwork for the Cyprus Investment Programme (CIP).
• Extended Retention Period: Qualifying corporate and real estate investments must be held for an uninterrupted period of at least 5 years. In addition, all applicants must buy a permanent residential home as a principal place of residence valued at a minimum of EUR 500,000 plus VAT, and all investments must be held for 3 years if not citizenship will be revoked.
⚠️ Discretionary Sovereign Clause: The grant of citizenship is only at the sole discretion of the Cypriot Government and the Council of Ministers.
Section 7.22 — Class Asset Categories & Combination Criteria
Capital entry avenues are strictly categorized under four primary structural branches to support the domestic economic infrastructure:
1. Investment in real estate, developments and infrastructure projects
The applicant should make an investment of at least EUR 2 million for the purchase or construction of real estate.
2. Purchase, establishment, or participation in Cypriot businesses and companies
The applicant must make an investment of at least EUR 2 million in the purchase, creation, or participation in businesses or companies that are based and operating in the Republic. These businesses or companies should have a demonstrable and tangible presence in Cyprus and employ at least five Cypriot citizens.
3. Investment in Alternative Investment Funds or financial assets of Cypriot enterprises
The applicant should purchase units amounting to at least EUR 2 million from Alternative Investment Funds (AIF) or Cypriot organizations licensed by the Securities and Exchange Commission. This criterion also covers the purchase of financial assets of Cypriot businesses or organizations for at least EUR 2 million, in the form of bonds, securities and debt securities.
4. Combination of the above investments
The applicant may invest across a combination of the above, provided that the total investment amounts to at least EUR 2 million. The applicant's investment combination may include the purchase of special government bonds of the Republic of Cyprus of up to EUR 500,000. With the real estate option, the property can be included in the EUR 2 million investment.
Section 7.23 — Historical Program Revisions (September 2016 Amendments)
In September 2016, the Government of Cyprus introduced changes to its citizenship-by-investment program. The changes include the preceding metrics:
• Reduction of Capital Baseline: Reducing of the minimum investment amount to EUR 2 million (from EUR 2.5 million).
• Dependent Parent Inclusion Rules: The possibility to include the parents of the main applicant provided that an additional EUR 500,000 + VAT will be invested in the purchase of a private residence in Cyprus.
• Abolition of Group Tracks: Collective Investment of EUR 5 million is abolished and extending processing time.
Section 7.24 — Intracommunity ΦΠΑ Identification Registry
For compliant corporate sales within the European Economic Area, entities require a fully verified, valid intra-community Value Added Tax number (Φόρος Προστιθέμενης Αξίας / ΦΠΑ).
If an incorrect or invalid number is provided, processing will halt under the official tax authority status: "Ο Αριθμός εγγραφής ΦΠΑ που αναφέρατε δεν είναι σωστός. Για τους σκοπούς πωλήσεών μας προς την Κύπρο θα πρέπει να μας δώσετε τον ενδοκοινοτικό αριθμό εγγραφής ΦΠΑ." Immediate validation and correction are required by filling out and returning the official forms to the tax department as soon as possible.
Section 7.25 — Structural Rules of the Cypriot ΦΠΑ Identifier
The Tax Department of the Republic of Cyprus strictly regulates the character sequence and configuration parameters of company tax identifiers needed for sales tracking within the European Community:
• The identification code must consist of a country prefix followed by exactly 9 characters.
• The identifier string always begins with the uppercase country prefix code 'CY'.
• The first 8 positions after the prefix are digits, and the 9th final trailing character must always be a letter («γράμμα»).
Section 7.30 — Historical Coronavirus Pandemic VAT Adaptations
Cyprus has temporarily cut VAT to help support businesses and consumers during the Coronavirus pandemic crisis:
| Supply Classification | Old Rate | New Rate | Implementation Date | End Date |
|---|---|---|---|---|
| Hotels, accommodation, hospitality, restaurants, cafes and public transport | 9% | 5% | 01 Jul 2020 | 10 Jan 2021 |
